[P2] CI-Workflow fuer Docker-Tests bei jedem Push

Start Umsetzung: Forgejo-Check ausgefuehrt, has_actions=true und Adminrechte vorhanden. Damit ist ein CI-Workflow fuer Docker-Tests im Repo technisch moeglich, sobald Codex-Write-Blocker entfaellt.
